Meeting Minutes

Regular Meeting

D. Schreiber called the meeting to order at 7:37.  T. Gutowski motioned to seat H. Dionne. M. Drobney seconded the motion.  All in favor.  

W2012-4 Notice of violation: Matthew & Amy Michanczyk conducting activities at 23 Lindsey Lane in violation of the Inland Wetlands & Watercourses Act (section 22a-36 through 22a-45 of the Connecticut General Statutes) and the Inland Wetlands and Watercourses Regulations of the Town of Willington. (Resolve by May 1, 2012)

A discussion was held on the timeline of the correspondence between the Inland Wetlands Watercourse Commission and Mr. and Mrs. Michanczyk; S. Yorgensen sent a letter to Mr. & Mrs. Michancyk in February, a letter was received from the Michanczyks in March and a second letter was received in May.  A discussion was held on the letter received May 6, 2012.  T. Gutowski would like Mr. & Mrs. Michanczyk to come before the Wetland Commission to give an update on the work being done and the progress.  

A discussion was held on the course of action to be taken if Mr. & Mrs. Michanczyk fail to comply and do not rectify the situation.  S. Yorgensen will send a letter requesting completion of the necessary work.

W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.

S.Yorgensen said they are still waiting on DEEP; they are not finished with the Storm Prevention Plan and the Integrated Contingency Plan.  

Correspondence

  • Letter from Robert Hockla regarding his pond and a beaver dam located on Old Farms Road.  
Mr. Hockla was present and explained the issue he is having with the beaver dam; on 3 separate occasions the dam was removed causing major flooding into the brook that feeds his pond.  Mr. Hockla believes there has been damage to his pond and property due to the flooding.  He said the stream bed is now filled with rip rap and gravel and presented photographs of the stream and his pond.  A discussion was held on the beaver dam removed at 112 Old Farms Road and the impacts associated with the removal.  A discussion was held on the road damage and erosion.  A discussion was held on the maintenance of the gravel roads in town.  

The commission discussed the timeline of the work that was done; the pond was dredged in 2004 and road work was done in 2005.  S.Yorgensen will research and gather information and the commission will work with the Board of Selectmen and Public Works in an effort to rectify the situation.  S.Yorgensen will add this to the July 9, 2012 agenda for further discussion.  

  • A complaint was received on 303 Village Hill Road regarding a road that was put in around and through a designated/restricted wetland.  
S. Yorgensen has spoken to the individual the complaint was filed against, gave him a wetlands package and explained the process to obtain approval.  The commission looked at the aerials and discussed the complaint.  S. Yorgensen said, if the individual does not submit an application, she will write a letter regarding the issue.  

  • Letter from AT&T regarding a proposed tower.
A discussion was held on the proposed tower and the commission looked at the proposed area on the maps.  
 
  • Emergency Incident Report regarding a petroleum release at 350 Ruby Rd.
  • Emergency Incident Report regarding a petroleum release at Rte 74 & Cekar Rd.
Minutes

The minutes of April 23rd will be added to the July 9, 2012 agenda.

M. Drobney motioned to approve the minutes with the following modifications; Evan Brand was present at the May 7th meeting and DEEF should read DEEP.   E. Brand seconded the motion.  All in favor.  Motion carried.
